anti-corruption: Defense Ministry official busted with bribery & tampering with draft during war

NSS report says: a Colonel, who had oversight over subdivisions, received a ֏975K bribe from a conscript to transfer him to another location on Sep-13-2020. Part of the bribe was transferred to his online gambling account.
When the war began, a draft was declared and recruits began training at a location in Armenia. The Colonel took a ֏1.2M bribe from a soldier in exchange for not sending him to the front lines.
During the winter draft, the Colonel took a ֏5.2M bribe from another conscript and used his connections to send him to the desired service location. A similar ֏1M bribe was requested on January 6th from another recruit.
The Colonel took another ֏1.4M bribe to help promote a conscript and allow him to work at a hospital instead of regular service.
On October 22nd, during the war, the Colonel decided to help a friend move from bordering Khndzoresk (Syunik) hospital back to Yerevan. As a result, the clinic became understaffed and couldn't fulfill its duties. Moreover, the Colonel then helped the same friend not to be deployed on Syunik borders as a soldier and instead to handle tasks in the rear, on October 26th, in exchange for a ֏300K bribe.
On October 13th, during the war, the Colonel and his accomplices wanted to help a soldier to leave Artsakh. When they learned that the latter was already on the "deserted" list, they took steps to remove him from the list.
Then, he learned that his friends' sons received a draft notice, and use his connections to remove them from the draft list.
After the war, on Dec-13, a friend asked the Colonel to make sure that his son, who was serving in Lusakert, wasn't sent to the front lines. The Colonel contacted the Lusakert facility but learned that the soldier was not among those who were supposed to be sent to the front lines. Nonetheless, the Colonel decided to defraud his friend by claiming that "he took care of it", and received a ֏200K bribe.
The colonel and over a dozen others were arrested. Illegal weapons were found under their possession. The investigation continues to expose other possible suspects.

bill: harsher punishment for treason, spying, espionage

BHK MPs drafted a bill to increase punishment for traitors, spies, passing of state secrets. They want to raise the maximum punishment from 15 years to 20-life. The authors explained the move by citing many media reports about alleged "treason" incidents.
The bill was discussed at a relevant Parliamentary committee. The chairman QP MP Vladimir said he supports life imprisonment as the minimum punishment. However, during the discussion, they agreed to settle on 15-20 years plus property confiscation, or a life sentence.
The committee found the espionage punishment too harsh and asked the bill author to reduce it from 15 to 12 years. The BHK author agreed.
The bill was approved unanimously and will be debated/voted on the Parliament floor later.

Armenian families submitted a petition to ECHR to require Azerbaijan to provide information regarding 228 individuals. Azeris want to know data about 13 people.
(From the language it is unclear to me whether the petition is for confirmed POWs, or it also includes families of missing soldiers who want to know whether their relatives are POWs. Likely the former.)

US Congressman demands an explanation from the US ambassador to Azerbaijan over "congratulatory" statement

Rep. Bred Sherman wants to know why the US ambassador to Azerbaijan Lee Litzenberger congratulated Azerbaijan's Economy Minister with "de-occupying territories and US's willingness to aid Azerbaijan with rebuilding those territories". He reminded the US officials that the US is a member of the Minsk Group and should take steps to ensure Artsakh's safety and prevention of a new war.
Bred Sherman praised Biden's appointee Anthony Blinken for stating that the US will review its military assistance to Azerbaijan after the latest war in Artsakh.
Artsakh MFA yesterday released a statement urging countries, officials, and organizations to refrain from such "congratulatory" statements.

de-occupy Hadrut NGO

... aims to help 13,500 Hadrut residents who lost their homes during the war. It was founded during the war by activists who held protests in front of various embassies. In the early days, they received aid from President Sarkissian's office. The latter gave shelter to 25 families.
Today the NGO aims to help refugees with employment, while simultaneously lobbying for Minsk Group to de-occupy Hadrut so residents can return. "I hope that one day our NGO will shut down because Hadrut is no longer occupied," said co-founder Meri Davtyan.

The government approved a new aid package for residents of Syunik's Shurnukh and Vorotan villagers. Those who lost their homes will qualify for the same aid package as Artsakh refugees: one-time ֏300K payment plus monthly ֏65K payments for 6 months. There is another pending aid package to build new houses for them.
Context: Two dozen houses in Vorotan and Shurnukh went under Azeri control because they were built on the Azeri side of the internationally-recognized borders.

bill: disability ranking to be replaced with degrees of functionality impairment

The government approved a bill, yet to be approved by Parliament, to reform the disability system. The disability assessment process will analyze the person's level of functional impairment while taking into account surrounding conditions.
"Today, the system is run under a 1993 law that does not do a comprehensive assessment of the surrounding environment, person's ability to function in public life," says the govt.
The draft bill will repeal the 1-3 Categories and Disabled Child category. A person's functionality impairment degrees will be light, medium, heavy, or deep. Disability will no longer be considered a permanent health problem. The assessment will be based not only on the factor of health problems but also on the environmental factors of the person's activity and participation in public life.
Healthcare and Social Ministries, NGOs, the UN, and the EU worked together to create and test an assessment methodology.

bill: require unknown Telegram/Facebook media channel owners identified before "linking" by mass media

QP MPs want to require social media channel operators identified before a "mainstream media" can link to them. It doesn't restrict citing "anonymous sources", however. It also requires outlets to disclose sources of revenues for transparency. Read yesterday's news for context and arguments in favor or against it.. The debate continued today.
QP MP Arthur: For example, a legitimate news organization with an editorial staff of 30 people generates information, holds interviews, etc., while a Telegram channel that we do not know where it is managed from and by whom, begins to disseminate sensationalized information and over time becomes more "legitimate" than real media outlets because media outlets "advertised" them.
This is also a national security risk because it is very possible that such sources are being operated by an adversary country to spread instability and an atmosphere of fear in the country. //
The co-author criticized the critics who "claimed that the bill intends to ban anonymous sources. That's not true. This also won't affect the protection of journalists' source secrecy."

anti-corruption: prosecutors charge education officials with ֏1.2B auction shenanigans

Prosecutors said: State Oversight Committee (SOC) audited the "National Center for Educational Technology" government-affiliated agency's finances between 2013-2020. Every year, the agency submitted a report on the work done by them towards servicing the education system. The bill was ֏700M annually.
It was revealed that between 2012-2015, they granted an auction-based contract to the same company. It received a combined ֏2.8B in funding. The law requires the auction-holding officials to examine the market and take other steps before the auction. They failed to do so.
Later, during 2017-2019, the same company was selected to do the job, but this time it was only paid ֏300-400M annually, far lower than during the previous years.
֏1.2B in damages was done to the state. A felony case is launched.

re: Armenia's $750M eurobond sale / lowest % in history / $3B demand by investors / economy news

Read yesterday's news for context.
Pashinyan: The issuance of $750M eurobonds is a strong positive signal for the start of the economic year. The issuance was done under the most favorable conditions in the history of our republic, with the lowest 3.8% percentage rate. Our previous record was in 2019 at 4.2%. The demand was for $3B but we decided to issue only $0.750B.
First, it provides a guarantee of macroeconomic stability. Second, this is the first serious signal of overcoming the post-war economic shock, which shows that international investors have confidence in the economic future of Armenia and the policy pursued by the government. //
Economy Minister Janjughazyan: this was part of our long-term plan and we had planned to do it while drafting the 2021 budget. We planned to issue fewer bonds but decided to add $250M because of favorable terms. We plan to use that extra cash towards the stabilization deposit, as a safety pad, to be used throughout the year if necessary.
As long as our budget has a deficit we will have to borrow. But this is only part of the story; the country's overall debt burden is calculated based on various indicators. So far Armenia has been rated as a country with a lower debt burden.

how many people did leave and arrive after reopening air traffic with Russia?

The governments of Armenia and Russian worked on an "app" to allow mutual travel after taking a test. By February 15th, there will be 4-route flights in 2 directions. There were several flights in the past few days.
3900 left and 3400 arrived. 1423 Armenian citizens left and 1263 Armenian citizens arrived. "More people were willing to leave in December than today," noted Diaspora Committee chief Sinanyan.
"Some people flew to Russia but had to return due to a problem. This wasn't due to the COVID app implemented by us. Preliminary data shows that they went to Russia with a paper QP code which raised the suspicion of Russian authorities. We will work with them to resolve this," said Deputy PM Mher. (say what??)
"We need to better inform the public about the existence of this app. Restoring routine flights will help the tourism industry," said PM Pashinyan.

Armenia will grow industrial marijuana on mass industrial scale / incentive to boost land utilization

Hemp is a type of weed that contains less of the substance that makes you feel high. The government wants to grow industrial hemp on a mass scale to boost mood land utilization and revenues.
Pashinyan: this is going to open room for many speculations. It's important to present the project in detail so the public will have a full understanding of what is being done. Unfortunately, "hemp" is interpreted as something else, while in reality, it is a very important industrial raw material. The growing process has risks but there are oversight mechanisms that have been tested in many countries.
Deputy PM Avinyan: the US, Russia, and China have a great experience with industrial hemp production. The practice was examined by the Economy Ministry. We're talking about industrial production only. It will significantly activate agricultural land utilization. Today, 40% of lands are gone unused. This is part of our plan to boost the production of high-value agricultural products.

Education Minister says the "controversial" parts of Church/History merger were "resolved"

Education Ministry wants to merge the school subjects "Armenian Church History" and "Armenian History". Major education reforms: "education alone will not solve all problems, but there is no problem that can be solved without an education"

... said PM Pashinyan during a govt session while discussing education reforms. Kids in 1-5 grades will no longer receive grades; tt will be pass or no pass (still needs Parliamentary approval). "There will be a criticism. How can you not grade? But this is a comprehensive program that emphasizes the student's needs and preferences," said Pashinyan.
"We need to pay attention to how the time is spent in schools and what skills are being taught in school hours. It will reflect in our society 15-20 years later. It will define whether we have a technological product or not.
What we were doing in 12 years (school length) can be done within 9 years, but a 9-year school isn't the solution. Instead of shortening the school, we're trying to fill the gap in a way to have a 50% higher efficiency by the end of the 12th year.
In developed countries, education starts not from school but from preschool. The lower the education entry age the more developed the countries are," said Pashinyan. (the govt has a plan to make sure 70% of kids attend preschools by 2023)

cancer stats in Armenia / annual rate / drops among children / fewer abandon treatment

world
9.6 million people die from cancer annually. 1/3rd is possible to prevent. Another part can be cured with the help of early detection.
Armenia
Cancer was the 2nd leading cause of death in 2020. It has increased in the past 10 years but at a small rate. Lung cancer is more common among men, and breast cancer among women.
First time diagnosis by year: 2018 - 8762, 2019 - 7908, 2020 - 7050.
Deaths by year: 2018 - 5199, 2019 - 5434. 2020 - unavailable. (55% men, 45% women)
The cancer rate went up by 1.5x compared to 1990. However, it declined by 2x among children under 14yo.
Fewer people abandon treatment. 3 years ago 53% of lung patients did so, today it's 40%. Breast cancer treatment abandonment went from 47% to 22%. (I translated the word բարձիթողության as "abandonment". Correct me if it refers to something else.)
Artsakh
The number of cancer cases has decreased in Artsakh: from 345 to 260 YoY.
prevention
Oncologist Safaryan says the early detection helps to avoid complications and save lives, even if it's the type of cancer that is known to reappear. There are many patients who defeat cancer. "Smokers should get a lung x-ray twice a year. Those working in chemical plants should get a frequent screening. Do not ignore symptoms and չգցել ականջի հետև. You can defeat it more easily when it's at 1-2 stages. It's a lot harder when it advances to 4."
Preventing cancer isn't easy. The causes of this disease are many. Genetics, bad habits, obesity, surrounding environment. A genetic test can reveal the likelihood of suffering from illness. Some women choose to undergo a mastectomy to prevent possible breast cancer in the future.
"I decided that if 1-in-100 is destined to be cured, I will be that one," said Ashkhen, a woman who recently defeated cancer.

[OC] The Best MLS Player from Each Country That's Fielded One: Part 1 (UEFA)

Throughout its first 25 years, Major League Soccer has seen players from all different corners of the globe, each with their own career story. Whether it be a guy like Tim Melia or Chris Wondolowski who were scrappy guys that came out of nowhere to be stars in this league, or world famous names such as Zlatan, Beckham, and Henry, the league's history of big names is as diverse as they come.
Let's take a look at the best player from each country around the globe. This will be based on national team allegiance. Today, we'll be leading with Europe!
Please note that this is my opinion, and in some cases the decisions were tough; I'll be sure to add in honorable mentions where I can, or add notes.
Albania: Shkëlzen Gashi ( COL 2016-18)
Short list to pick from here, as Gashi's only competition is Jahmir Hyka and Hamdi Salihi. Gashi gets the nod, if nothing else, for his huge 2016 season, where he scored 10 regular season goals (one of which was that year's Goal of the Year) as the Rapids damn near won the Shield. The madlad then went and one-upped that with his absurd equalizer in the playoffs against the Galaxy.
His last two years weren't as fruitful, but man, when he was on he could pull something out of nowhere.
Armenia: Yura Movsisyan ( KC 2006-07, RSL 2007-09 & 2016-18, CHI 2018)
Four choices here, although in the end it's Movsisyan winning out over Harut Karapetyan, who played a couple seasons in the 90s for the Galaxy, San Jose, and Tampa Bay. The fourth pick in a strong 2006 MLS SuperDraft out of Pasadena City College, Movsisyan is mostly associated with RSL, who acquired him in a 2007 trade. With the Claret and Cobalt, he would tally 15 goals in 53 regular season appearances, and in 2009 he'd hoist the club's first MLS Cup. That'd be his last game with RSL until 2016 after some time in Europe with Randers, Krasnodar, and Spartak Moscow (even sharing the Russian PL Golden Boot in 2012/13 with Wanderson). He'd put up a similar clip of 16 in 57 before being waived and finishing his MLS career with four scoreless games with Chicago.
Austria: Daniel Royer ( NYRB 2016-pres.)
The choice here was largely Royer vs. Andreas Ivanschitz, who was a regular starter for Seattle's first MLS Cup, but I can't say no to a man with over 100 MLS matches played and three straight 10-goal seasons. In all comps, the former Austria Vienna man is just two goals behind Thierry Henry for third on the Red Bulls' all time goal scoring list.
Belarus: Sasha Gotsmanov ( COL 2005)
Gotsmanov qualifies by default as the only Belarusian player in MLS history. The Minsk native (and son of former Soviet and Belarusian international Sergei Gotsmanov) played one (1) single game for Colorado in October 2005, against RSL.
Belgium: Laurent Ciman ( MTL 2015-17, LAFC 2018, TFC 2019-pres.)
Shouts to Roland Lamah, who had his moments in Dallas, and Jelle van Damme, who played a season and a half for the Galaxy, but Ciman is the obvious choice. While he's fallen off a cliff as he's gotten older, he's a three-time All-Star and won Defender of the Year in his first MLS season; in his second, he played for Belgium at Euro 2016. At 35, he's lost a step and probably should only be used in emergencies, but at his best he was an elite MLS center back that could also be deployed at right back.
Bosnia & Herzegovina: Haris Medunjanin ( PHI 2017-19, CIN 2020-pres.)
The first one where I'm not totally confident in my pick, as Baggio Hušidić made this tricky (and as a Union fan I'm afraid of bias). But at his best, Haris is an assist machine (30 in four MLS seasons so far), and a threat on set pieces; the madlad even scored an Olimpico this year. His left foot is probably the best the Union have ever had. While his commitment to defense was nonexistent, give him the ball and he could spray a pass anywhere.
Bulgaria: Hristo Stoichkov ( CHI 2000-02, DC 2003)
One of three former Ballon d'Or winners to play in MLS (the others being Lothar Matthaus and Kaka, although "playing" is generous for the former), Stoichkov spent the last four seasons of his career in MLS, scoring 22 goals in 72 regular season matches for Chicago and DC. In his first season, a 9 goal in 18 match outing for the Fire, he also won the US Open Cup, scoring the opening goal of the final, a 2-1 win over Miami. (The winning goal, by the way, was scored by our old friend Owen Goal.)
Croatia: Damir Kreilach ( RSL 2018-pres.)
Mr. Miyagi's favorite MLS player for his crane kick equalizer in the playoffs, the former Rijeka and Union Berlin man has proven to be an excellent utility piece and core part of RSL throughout his time there, scoring 26 goals and chipping in 14 assists in 86 regular season matches and playing all over the damn place (naturally a central midfielder, he's probably still RSL's best forward). At 31, he still has a lot to give.
MLS has seen a huge influx of Croats lately, though; before Kreilach's 2018 signing there had only been four Croatian players in MLS history, two of whom barely played. Currently, there are five on active rosters.
Czechia: Luboš Kubík ( CHI 1998-2001, DAL 2001)
Czech players have had a good hit rate in MLS. In his lone MLS season, Bořek Dočkal led the league in assists, and Zdeněk Ondrášek was a very solid piece for Dallas, albeit one whose MLS time was brief.
But no. We have to go with Kubik. The sweeper was Best XI twice, in 1998 and 1999, and won Defender of the Year in 1998 helping Chicago to a MLS Cup-Open Cup double. He'd win another Open Cup two years later, before being traded to Dallas in 2001 and retiring due to injury.
So many lethal counterattacks started on the foot of this man, and he is rightfully seen as one of the greatest defenders the league has ever seen.
Denmark: Jimmy Nielsen ( KC 2010-13)
I debated going WAYYYYYYY off the board here and throwing out Miklos Molnar. His time in MLS was brief, just the 2000 season before he retired, but the man was the best attacking piece on a Cup winner. He could have balled out if he didn't retire early.
But nah. We're going with Casino Jimmy, one of the keys towards Kansas City's early 2010s turnaround. A two time All-Star, Nielsen was Goalkeeper of the Year in 2012, a year that also saw him win the Open Cup with the Wiz (on penalties, because KC and penalties, name a more iconic duo at this point). In 2013, he capped off his career by winning MLS Cup, again on penalties, while playing with broken ribs.
England: Bradley Wright-Phillips ( 2013-2019, LAFC 2020)
This league, man.
The list of English players to have represented in MLS is a long one, full of iconic names. Ashley Cole. David Beckham. Frank Lampard. Steven Gerrard. Jermain Defoe. Wayne Rooney. Hell, even Bradley's brother Shaun.
But nope. Many of those guys are the butt of many MLS jokes. BWP, on the other hand, is one of the greatest goal scorers the league has ever seen, with two Golden Boots to his name and well over a century of league goals. He was a part of 3 Shield winning teams, and made CONCACAF's Best XI in 2018.
And it all started with a quiet trial in 2013 after Charlton dumped him. This. League.
And This. Man. Even as a fan of Philly who doesn't care much for the Red Bulls, I respect this dude and everything he's done. I hope he gets another year after winning Comeback Player of the Year this year.
Estonia: Joel Lindpere ( NYRB 2010-12, CHI 2013)
The only other option here was Erik Sorga, who could dethrone Lindpere as he came to MLS at a very young age. But it's unlikely, as Lindpere was quietly very solid for the Red Bulls during his time. The Tallinn native was a two-time All-Star, and in 2010 he was named the Red Bulls' team MVP.
Finland: Alex Ring ( NYC 2017-2020, AUS pres.)
T O P I C A L
There's a few fairly talented Finns in MLS right now that could make this interesting (I really like Robin Lod's game, and Lassi Lappelainen would be excellent for Montreal if he'd stop getting hurt). Ring however has proven his worth across 4 seasons, including time as NYC's captain. Over 10,000 MLS minutes, mostly for good teams, as a defensive anchor, he will be a fantastic tone-setter for the new Austin team.
France: Thierry Henry ( NYRB 2010-14)
Oh man, as an Ireland fan I wanted to give this to literally anyone else. I am still bitter, dammit.
His best competition is probably Aurelien Collin, who has a closetful of trophies (including a Best XI and MLS Cup MVP). But no...it's Henry.
When a big name comes to MLS, what people want to see is someone who treats the league with respect. Henry did that. Not only was he dominant on the pitch, a three-time Best XI nomination, he also respected the history of the club he played for and gave 100%, even though he was getting up there in the years. He's a Red Bulls and MLS legend...as much as I curse that godforsaken hand
Georgia: Valeri "Vako" Qazaishvili ( SJ 2017-20)
It looks like the San Jose chapter of Vako's career is done and dusted. While the former Vitesse man struggled for consistency, he did put up 26 goals and 13 assists across four MLS seasons for the Quakes, including 10 while being coached by Mikael Stahre, which should probably get him and Wondo some sort of award.
We'll see what's next for him, if he leaves MLS or goes back to Europe. His only competition was Quakes teammate Guram Kashia.
Germany: Bastian Schweinsteiger ( CHI 2017-19)
I'm...actually not sure about this one. I actually changed this while writing, as I very nearly chose Julian Gressel; the former Rookie of the Year has two 10-assist seasons under his belt, and Kai Wagner has also been one of the league's better fullbacks for Philadelphia; Schweinsteiger was solid enough for Chicago in his advanced age for some very frustrating teams (and even moved positions to center back!)...but man, I don't know.
Germany is weird. For a country with such a great footballing tradition, the pickings are fairly slim. Arne Friedrich had one good year for Chicago before injuries claimed his career. Lottar Matthaus was as committed to this league as Schalke are to winning football matches. Stefan Aigner was stifled by Anthony Hudson going galaxy brain. Torsten Frings...existed.
I dunno.
Greece: Alexandros Tabakis ( ATL 2017)
The only Greek in MLS history...and our second one game wonder. Atlanta's FOURTH string keeper in 2017, he managed to sneak into a game against Minnesota with Brad Guzan on international duty, Alec Kann injured, and Kyle Reynish sent off during the match.
Atlanta lost 3-2. He's now in USL.
Hungary: Nemanja Nikolić ( CHI 2017-19)
Dániel Sallói and Krisztián Németh had their moments, but the winner is Nikolić, who came to MLS from the Ekstraklasa and immediately won the Golden Boot. His totals diminished in the three seasons he spent with Chicago, but 51 goals in 96 appearances isn't too shabby at all - it's second in Fire history behind Ante Razov.
Iceland - Guðmundur Þórarinsson ( NYC 2020-pres.)
Not much choice, 3 guys, all of whom were mostly bench guys. I almost went with Kristinn Steindorsson here on the merits of "he didn't have a penalty saved by Rodrigo Schlegel."
Israel: Gadi Kinda ( SKC 2020-pres.)
It was either him or Dedi Ben Dayan, really. And I nearly went with the former Colorado left back, but nah, Kinda is very much the superior player. The midfielder born in Ethiopia, Kinda shone brightly in his first season in KC, with 6 goals and 4 assists in his debut season. He'll be a DP next season.
Italy: Sebastian Giovinco ( TOR 2015-18)
A signing that changed an entire club.
Before Giovinco, the Reds were a laughingstock. He came in, won a Golden Boot and MVP right away, led the league in assists, made Best XI three years in a row, led them to their first playoff game, their first MLS Cup final, their first MLS Cup win, and a historic treble. And they damn near won CCL too.
The Atomic Ant was must-see from Day 1. It's not just because of him that Toronto is now one of MLS's elite...but he was a huge part of changing that culture. 83 goals in 142 games in all comps. And he dished out his fair share of assists too, with a telepathic partnership with Jozy.
Latvia: Raivis Hščanovičs ( TOR 2010)
Not much to write about here. 14 games for a bad Reds team. Gets in by default with no other Latvian MLS players.
Liechtenstein: Nicholas Hasler ( TOR 2017-18, CHI 2018-19, SKC 2019)
Another one by default. 66 games as a utilityman. Won MLS Cup and the Shield, though.
Lithuania: Vytautas Andriuškevičius ( POR 2016-18, DC 2018)
Only other choice was Edgaras Jankauskas, a forward who played 14 games for the Revs. Vytas played 37 for Portland and zero for DC.
Luxembourg: Maxime Chanot ( NYC 2016-pres.)
Another one by default but this one's an actually really solid player that finished fourth in Defender of the Year voting in 2019. We take those.
Malta: Etienne Barbera ( VAN 2012)
2 games in 2012. Only Maltese player in MLS.
Montenegro: Branko Bošković ( DC 2010-12)
Pretty much every other Montenegrin player played less than 20 games in MLS. Bošković played 43 before returning to Europe for family reasons. 7 assists in his final season though, which is technically something.
Netherlands: Johan Kappelhof ( CHI 2016-pres.)
Much like Germany, bright footballing tradition, very shaky MLS history. Which is weird because the Eredivisie exports a lot of guys to MLS.
Also, I'm excluding Kelvin Leerdam, as he is probably changing his international allegiance to Suriname.
So I'm going with 2017 All-Star Kappelhof, who I think is still fairly solid.
But really the choices aren't great. Dave van den Burgh? Roland Alberg scored a hat trick once I guess? Danny Koevermans was decent but injured all the time?
Maybe it's a hot take. It probably is.
North Macedonia: Oka Nikolov ( PHI 2013)
Never actually played, only in a friendly. Watch this space though as North Macedonia is apparently courting LAFC's Danny Musovski.
Northern Ireland: Johnny Steele ( RSL 2012, NYRB 2013-14)
Another case of shaky opposition, it was either Steele or Steve Morrow, who played 41 games for Dallas in the aughts.
Steele played regularly for a Shield winner, the 2013 Red Bulls. Easy peasy.
Norway: Vadim Demidov Ola Kamara ( CLB 2016-17, LAG 2018, DC 2019-pres.)
Adama Diomande is the main competition here. Kamara's first stint in MLS was a smashing success, scoring 48 goals in 90 regular season matches for Columbus and the Galaxy (he was traded for Gyasi Zardes before 2018). A brief foray to China followed, and while he's back in MLS with DC he hasn't quite been the same.
Still a good player on his day, maybe just the Bennyball effect.
Poland: Piotr Nowak ( CHI 1998-2002)
When I think of early Chicago, Nowak and the earlier-mentioned Kubik are the first two names that come to mind. Kubik held down the back while Nowak was the chief creator in the midfield. Three-time best XI, three-time All-Star, and MLS Cup MVP.
...can I drink my water now?
Portugal: José Gonçalves ( NE 2013-16)
Gonçalves fell off a cliff in his latter years, but in his first MLS season he won Defender of the Year and in his second he was a key part of a team that made the MLS Cup final and damn near won the thing.
Runner up here is Nani who is probably closing in.
EDIT: I also forgot to mention Pedro Santos, thanks to the Crew fans who pointed that one out. I still think Gonçalves pips him for his 2013 if nothing else, but Santos is probably closer than Nani.
Republic of Ireland: Robbie Keane ( LAG 2011-16)
A LOT closer than you think; Time Person of the Century Juventus legend Ronnie O'Brien was two-time best XI himself.
But nonono. This is Robbie freaking Keane. When we see these big name Euro guys interested in MLS, this is the man we want them to be.
Hypercompetitive and holding guys accountable on and off the pitch, and scoring for fun. 83 goals in 125 MLS regular season appearances. Best XI four times. 2014 MVP. MLS Cup MVP in 2014. A closetful of team awards including 3 MLS Cups.
This man was a baller, and frankly his departure was the beginning of the Galaxy decline into irrelevance, but that's a story for another time.
Romania: Alexandru Mitriță ( NYC 2019-pres.?)
Question mark because he's on loan and I have no idea if it'll be permanent, but he was punted out by the Pigeons just as he was really starting to break out. He scored 12 goals in his debut season last year but filled in nicely this year while Maxi Moralez was injured. EDIT: NYC fans have informed me he wasn't punted out, but was loaned out to be closer to his pregnant wife. My apologies.
Honorable mention: Alex Zotincă, who played for the Wizards and Chivas USA in the aughts. Brave man.
Russia: Igor Simutenkov ( KC 2002-04)
Not a lot to pick from here either. 49 games, 12 goals for this forward from Moscow, who now serves as an assistant coach at Zenit.
Scotland: John Spencer ( COL, 2001-04)
Give Johnny Russell another few years and he'll pass Spencer, but for now I'm leaning the latter. Spencer as a coach was frustrating as hell, but as a player he was Best XI twice and an MVP finalist once. Dude could score goals despite battling injuries in his time in MLS.
Just don't let him sign Kris Boyd. Then you lose to Cal FC. No one wants that.
Serbia: Aleksandar Katai ( 2018-19, 2020)
FROM A SPORTING PERSPECTIVE.
And mostly due to a weak pool. Runner up was probably someone like Miloš Kocić.
18 goals in 62 games for Chicago before getting yeeted back to Serbia for Bad People Reasons
Slovakia: Albert Rusnák ( RSL 2017-pres.)
He has tenure on Ján Greguš, who's the closest competitor, but Rusnák is also good. He followed up a 14-assist debut season (4th in the league) with back to back 10 goal seasons before struggling this year with injury.
Slovenia: Robert Berić ( CHI 2020-pres.)
Once he got acclimated to MLS, the goals came, and Chicago has its successor to Nikolić up top. He finished with 12 goals in his debut season, tied for second in the league with Ruidiaz and Zardes.
Also, from what I saw early on, seems like he's a dark-arts type of guy that gets in your head. That's fun.
Spain: David Villa ( NYC 2015-18)
I really didn't want to put him here due to recent allegations, and the fact that Pozuelo has already matched his MVP and two Best XI performances....
77 goals in 117 games though, that's tough to pass on.
Sweden: Zlatan Ibrahimović ( LAG 2018-19)
It's Zlatan.
He pretty much dragged a sorry LA organization to something resembling competitiveness.
What the hell did you expect?
(Anton Tinnerholm made this hard, though)
EDIT: Forgot Gustav Svensson as well in my honorable mentions.
Switzerland: Stefan Frei ( TOR 2009-13, SEA 2014-pres.)
Pretty self-explanatory, one of the most accomplished keepers in MLS history and with a closetful of hardware. And all it took Seattle to get him was a late first round pick that pinged around so much that it was eventually traded for a coach.
Turkey: Sercan Güvenışık ( SJ 2012)
5 games that year. No one else has flown the Turkish flag in MLS.
Ukraine: Dema Kovalenko ( CHI 1999-2002, DC 2002-05, NYRB 2006-08, RSL 2008, LAG 2008-10)
I'm afraid he'd break my legs if I didn't. One of the most physical and downright dirty players the league has ever seen. Made nearly 300 appearances though, and has one each of the 3 major US trophies (MLS Cup, USOC, Shield), all with a different team.
Wales: Andy Dorman ( NE 2004-07, 2013-15)
Dorman was a key part of that real good Revs team from the mid-aughts, and just beats out Carl Robinson. He made 112 appearances in his first stint, and played in 3 MLS Cup finals, though they famously lost all three. The Revs brought him back in 2013 after some time in Scotland and England, and was playing semipro in the area as recently as 2018.

Your 14-minute Tuesday report in 3589 words.

Pashinyan about pre-war negotiations and "avoiding" the war:

The idea that a flexible foreign policy could have avoided this war is being constantly circulated. Those [former officials] who believe in this thesis must answer at least one question: as a result of their "flexible" policy, why was it not possible to avoid the war of 2016, which was preceded by the unprecedented escalation of 2015 and 2014?
The "flexible" policy adopted by Armenia for many years led to the introduction of Russian proposals in January 2016, which proposed the return of 7 territories (5 + 2) without any legal status for Nagorno-Karabakh.
Why did Russia make such an offer? For one simple reason, as a result of Armenia's "flexible" policy, the Madrid process had come to a standstill because Artsakh could receive a Status outside Azerbaijan only with the consent of Azerbaijan.
It was obvious to Russia and everyone else that Azerbaijan would not agree to this, so it was necessary to find ways to break the deadlock.
And, by the way, if certain people claim that Armenia's foreign policy after 2018 was not sufficiently pro-Russian and this was the reason for the war, then why in the conditions of the "sufficiently pro-Russian" policy of 2016 were Russian proposals born and why did the April war take place?
There was only one way to prevent this war: return the regions and forget about Artsakh's legal status. Now, after the war is over and we know the outcome, the number of supporters of [giveaway of 7 regions] is growing. What they forget is that if we gave away the lands to avoid the war, we would have the same situation in Syunik borders. They used to accuse us of "selling lands" [he means the contradictory statements like Nikol sold the lands, and why didn't Nikol sell the lands earlier to avoid the war].
The biggest failure by the supporters of the "flexible policies" is that they spent years trying to avoid a war instead of preparing for it. Our biggest failure is that we weren't able to recover enough embezzled public property in the past 2.5 years to help us better prepare for the war.

businesses owned by opposition leaders

What are the known businesses owned by some of the famous people you might have seen in the public square lately?

Vazgen Manukyan

20% share in Lorva Amrots Ltd which plans to operate two hydro-power plants on Dzoraget river. Manukyan purchased the shares in 2011 after being appointed by Serj as the head of the Public Council.
In 2015-2016, he owned 30% shares in Vanavka Group. In 2015-2017 he had 30% shares in Jermakunq Group. These companies extracted and bottled water. At the time, the director of these companies was charged with illegal bottling and causing ֏55 million in damages to the state. The corruption case was sent to the IRS, which terminated the investigation after "not finding a crime". The companies export the products mostly to Russia.

Arthur Vanetsyan

Vanetsyan is a poor boy, according to the public declarations database. But if you have time, take a look at the investigative report I covered in Ap29/2020 news, according to which Vanetsyan's family allegedly used offshore firms and owns mining shares. More on that here. Here is a Hetq investigative report.
Vanetsyan's father owns AV Group flower importing business. About a year ago, the police investigated several flower sellers near a stadium. An opposition outlet claimed that the sellers were "beaten and forced" to testify that Vanetsyan's father was running an underground business. This was never properly proven and the opposition's claim that Vanetsyan was about to be charged did not happen. The police confirmed that there was an investigation against several flower sellers. These flower sellers ended up hiring Vanetsyan's co-party-creator Arsen Babayan as a lawyer.
Vanetsyan's father owns 50% shares of A B Export oil import company that began operating in 2017. It was a minor player that quit the market in 2019. Vanetsyan's father also owns 60% of A B Trans transportation company.
In Nov/2019, CivilNet wrote about Arthur Vanetsyan's cousins' possible involvement with Zangezur Copper factory (massive business). The same offshore firm in Cyprus, which purchased Zangezur shares, was tied to Vanetsyan's cousins' another business in the same offshore.
Vanetsyan's cousins also own a Switzerland-based Exoil wholesale cooking oil and shipping company. In 2019 it had a revenue of $148 million (11 billion Rubles). The cousins don't do this business in Armenia.
Per 2019 registration, Arthur Vanetsyan himself owns one apartment, $10,000, and ֏1 million.
Media reported in May/2020 that Vanetsyan's cousin purchased a ֏300 million mansion in Yerevan, which was donated to then-new political party "Hayreniq", co-founded by Arthur Vanetsyan and Arsen Babayan (the guy who is accused of helping HHK to fabricate documents in 2018 to hijack the Constitutional Court by appointing HHK MP Hrayr Tovmasyan as a judge).
Arthur Vanetsyan's mother served as the chief of the personnel-management department in Serj and Pashinyan administrations, before quitting and working as Serj's aide.
Vanetsyan's wife owns Villa Montessori preschool in Yerevan. She also runs the Young Education Center Ltd.

ARF Ishkhan Saghatelyan

Pashinyan appointed Saghatelyan as Gegharquniq governor for a brief period after the 2018 revolution, when Pashinyan created a unity-government, represented by all political parties. The honeymoon soon ended and each party went their way.
Saghatelyan owns shares in i-mega Service Ltd. It's a tourism agency founded in 2006. It operates in Armenia, Artsakh, and Georgia.
Saghatelyan founded Navasar company and serves as director. It's owned by his father.
Saghatelyan family owns the Tsovasar hotel complex on Lake Sevan shores. It's 10,000 m2 (a hectare?).
As of 2018, Saghatelyan declared ownership of 8 pieces of land, 2 apartments, ֏18.5 million, $45,000, and €15,000.
Saghatelyan's father is the mayor of Gegharquniq's Geghamavan settlement. This municipality had recently sent a letter demanding Pashinyan's resignation.
Saghatelyan used to be a shareholder of Shiman Ltd which is no longer active.

opposition continues the demonstrations

The street demonstrations, organized by the former regime and its allies, continue. They demand Pashinyan's resignation and the appointment of their candidate Vazgen Manukyan as the Prime Minister for the duration of a year, after which they agree to hold new elections.
ARF leader Artsvik Minasyan said they don't plan to discuss snap elections with Pashinyan. "Right now, our only demand is Pashinyan's resignation. We demand SIS to immediately hold every criminal accountable". The demonstrators gathered in front of the SIS building to present the demands.

Pashinyan meets leaders of several opposition parties

QP leader Lilith: there is a possibility there will be a meeting between Pashinyan and the three Parliamentary political parties. They could discuss snap elections. The impression is that politicians who demand Pashinyan's resignation do not want snap elections in an attempt to bypass the citizen's right to form a government. Our political team reaffirms the position that none of us is clinging on seats. //
LHK MP Gorgisyan: we cannot hold snap elections now, under this chaotic situation. We will discuss snap elections if Pashinyan discusses his resignation and transfer of power. (LHK wants its leader Marukyan to be elected as Prime Minister by a Parliamentary vote) //
Pashinyan met BHK leader Tsarukyan. The latter is against holding snap elections unless Pashinyan resigns now, and presumably, he wants Vazgen Manukyan appointed as PM.
LHK leader Marukyan also wants Pashinyan to resign now so a new Prime Minister can form a new government cabinet "consisted of experts".

felony case: ex-HHK MP charged with armed attack on ex-IRS official

In August of this year, Russia extradited a former HHK MP Alraghatsi Lyovik to Armenia. He was wanted for allegedly burglarizing and shooting at a senior IRS official a decade ago. At the time, his case was "frozen". It was relaunched in 2018. (magic wand)
NSS says: suspect Lyovik, with the help of citizens AK and AN, organized an armed burglary against IRS Chief (?) Avetisyan in 2008.
AK was in the United States. In 2004, he stole $150,000 from jewelry shops in Los Angeles. He got caught but managed to flee to Armenia.
Once in Armenia, AK colluded with policeman AN to organize a similar criminal ring in Armenia.
[MP] Lyovik personally knew AK, and learned about their burglaries. Since Lyovik had bad relations with the IRS chief (victim), he decided to punish the victim by urging AK to burglarize his house. Lyovik revealed the plot to his brother-in-law, who happened to be the victim's personal aide. The latter gave all the personal habits and details about the victim to the burglars.
[read the article for the full story, or wait for a Hollywood movie in theaters near you]
The burglars and organizers are charged with felonies.

Russia and Turkey comment

Russian MFA: The situation in Nagorno-Karabakh should not be used for the infiltration of foreign mercenaries into the region. Here we have exactly the same position as our Turkish partners.
Turkish MFA: we see that a ceasefire has been established. We hope to establish the joint RU-TR monitoring center soon.

Vitalik Balasanyan will return the lands, kicks junkies, and restrict Facebook

Artsakh President Arayik earlier announced that he will allow his opponents to take jobs in the new coalition government. Kocharyan-ally Vitali Balasanyan became the Security Council chief.
Vitalik: we will return Hadrut and Askeran region with the help of Russian and Armenian military-political efforts. We are in a better situation now to solve territorial issues.
We will soon create border guard forces. It will report to MoD, which will report to the Security Council (his office).
Drugs have no place in Artsakh. Drug users must quit or leave Artsakh now.
We need to return to traditional values of giving women as wives after asking if the man had served in the army.

search operations are paused / the "welcome to Azerbaijan" sign

Azerbaijan received criticism for refusing to allow search teams to enter the Hadrut region yesterday. They also prevented UNESCO from checking the status of several Armenian cultural sights, after complaining that UNESCO was "biased" against Azerbaijan during the war.
HR Ombudsman: Any untrue information can not be a reason to disrupt the humanitarian process [referring to unconfirmed rumors on social media that Armenians opened fire at Azeris in Hadrut. An unofficial Iranian social media channel claims 3 Azeris were killed but due to an internal fight.]
The Human Rights Ombudsman also criticized the Azeri troops for installing a provocative "welcome to Azerbaijan" sign on part of a road that went under Azeri control near Syunik borders. The Ombudsman says it's meant to intimidate the locals.

Parliament votes: BHK MP Naira Zohrabyan's chairmanship

Context: BHK MP Naira Zohrabyan referred to the majority of Armenian voters as human trash *(or as she says: impure), and called for the establishment of forced re-education camps so people won't vote for a "wrong party" again. The ruling QP party launched a process to terminate her chairmanship in Parliamentary Human Rights Committee. Read yesterday's thread for more details.*
QP MP Arthur: the law states that the Parliament can appoint and terminate the chairman. The termination of this seat does not require the same procedures as in the case of MPs and Judges. Armenian Constitution states that in Armenia, human beings are of the highest value, and inalienable human dignity is the inseparable basis of their rights and freedoms. MP Zohrabyan's public conduct is against it. //
The law gives the second-largest political party the mandate to appoint the chairman of this particular Committee. BHK, being the second-largest party, said they wouldn't appoint a replacement if Zohrabyan is voted out.
QP MP Arthur: per rules, if BHK refuses to appoint a new candidate, the largest (QP) party will receive the mandate. //

Parliament votes: registering parties becomes easier / ideology instead of person / financial transparency

The goal of this reform is to have political parties that are more about ideology and less about an individual. The reform will boost internal democracy within parties; it will expand the powers of the Party Assembly.
Parties will be required to add more anonymous voting mechanisms.
The law also requires more financial transparency.
The required membership to register a party is lowered from 800 to 300.
Some of the public funding given to political parties will depend on the % of female members in the administrative boards.

Your 7-minute Sunday report in 1743 words.

10 notable anti-corruption cases in 2020

10) SIS concluded the investigation of former president Serj Sargsyan's alleged embezzlement of ֏500 million in agricultural subsidies in 2013. Serj appeared in court as a defendant in February. The case continues.
9) ex-HHK MP and ex-Soccer Federation Chief Ruben Hayrapetyan (oligarch Nemets Rubo) was charged with large-scale embezzlement. In February, he was charged with embezzling $1.5 million-worth lands belonging to the Soccer Federation. (he was earlier implicated in the case about organizing the kidnapping, extortion, and torturing of a man who allegedly stole from his restaurant)
8) ex-Yerevan Mayor and Transport Minister HHK Gagik Beglaryan was charged with embezzling ֏230 million in state property. He was also interrogated as part of a ֏23 billion embezzlement in the North-South highway construction project. His brother is implicated in a ֏85 million embezzlement case.
7) ex-Culture Minister Hasmik Poghosyan (wanted) and ex Israel Ambassador Armen Smbatyan (paid a bail) are charged with using an offshore scheme to embezzle the state property.
6) Serj Sargsyan's brother Alexander was a defendant in the case of the 14 stolen paintings by Martiros Saryan. Pashinyan announced that Alexander's $30 million bank account was frozen. Alexander agreed to return the funds to state coffers. $26 million was recovered. $7.5 million was recovered as part of Martiros Saryan's painting case. Another $19 million was recovered -- or as he says, "donated" -- for the army modernization.
5) Powerful Churchman Archbishop Kchoyan (Bentley guy) was charged as part of an investigation of the forceful appropriation of another businessman's property by using an offshore firm, which was run by several individuals, including the churchman and allegedly the former Prime Minister Tigran Sargsyan. More on that here.
4) Felony case was launched over the purchase of $42 million in weapons that turned out to be dysfunctional. Pashinyan mentioned this on several occasions, blaming the former regime for "wasting resources instead of developing the army." More recently, Pashinyan criticized General Movses "Mosi" Hakobyan, saying the waste took place under his administration.
3) Serj Sargsyan's chief bodyguard Vachagan Ghazaryan and his alleged accomplices had their felony tax-evasion charges dropped after compensating ֏3 billion ($6.3 million) to state coffers.
2) Serj's son-in-law Mikael Minasyan (Povar Ishik) was charged by IRS in March after the "revelation of an unprecedented level of corruption in modern Armenian history". Minasyan is accused of illegal enrichment. The investigation continues. Minasyan is residing in Russia, which won't extradite him due to close connections.
Details on Mishik's case here, here, here, here (laptop recovered with 9000 files), here, here, here, here, maybe here, definitely here, here, here,
1) BHK leader Gagik Tsarukyan was charged with organizing an election fraud during 2017 and financial crimes by his casino Shangri La. The investigation began in late 2019 after a construction firm, with ties to Tsarukyan, paid a bribe to a Yerevan official in an unrelated incident. Tsarukyan likely learned about the pending charges against him and launched a major opposition campaign against Pashinyan, to then frame his charges as "political persecution" for being critical to the government.

protecting the church from Satanists

Former HHK MPs Shawarmazanov, Vahram Baghdasaryan, Masis Mayor, and their supporters gathered in front of Ejmiatsin cathedral to show support for the church leader Garegin B. The church was lately criticized for being politically-motivated; it has been accused of acting as the former regime's puppet for several years now.
The former MPs condemned the "attacks" and said, "no Satanists can divide our church because it has been our protector for thousands of years."

Armenia will import 2250 types of products from Iran instead of Turkey, amid the 6-month ban on Turkish product imports. "This will be a good opportunity for Iranian producers. In the next step, [Armenia] will supply its required raw materials from Iran," said the chief of the Iranian trade agency.
The govt had earlier met Chinese representatives to discuss the replacement of other Turkish items with Chinese ones.

border "demarcation" process continues in Syunik

The process to install Armenian and Azeri troops continues on the new borders between Armenia and Azerbaijan, in the Syunik province. The border was formerly Syunik (Armenia) - Qashatag (formerly Artsakh).
Syunik's Shurnukh and Vorotan were built on the immediate internationally-recognized border, and some of them were on the Azeri side. As a result, a dozen buildings will go under Azeri control. Shurnukh village mayor complained about losing several houses and Azeris being too close.
Syunik governor said border guards have been installed in areas surrounding Shurnukh. Russian and Armenian guards are placed in certain parts of this 21 km border.

POWs

European Court for Human Rights has approved a petition by Armenia to implement emergency measures to require Azerbaijan to share information about the conditions of 23 POWs.
"So far, such petitions were approved for 80 POWs, 18 of whom have already returned home," said Armenia's representative in Court.
Armenia's HR Ombudsman Tatoyan criticized Aliyev for calling Armenian POW soldiers "terrorists" and for keeping them arrested, which delays the swap process.

BHK leader Tsarukyan's casino loses license

In May/6/2020, before the "big bust" that got BHK leader Tsarukyan in trouble, the regulators had audited his Shangri La casino and found violations. The Casino was given time to fix the problems.
Later, after Tsarukyan's alleged voter bribery and financial crimes were revealed, his casino was implicated in a criminal case.
Today the Finance Ministry revoked the casino's license for failing to pay fees for 2020Q3.

BHK plans to "defend Armenia's traditions"

BHK leader Tsarukyan has instructed BHK's youth wing to organize a campaign against the upcoming Education Ministry reform that will merge Armenian Church subject with Armenian History in schools.
Tsarukyan called it an attack on Armenian values. The Ministry says having it as a separate subject makes no sense, but schools will have flexibility.

BHK will also protest against the upcoming education reforms that will help children better protect themselves against pedophiles.
BHK and other hardline traditionalists believe it'll teach sexual materials to children. The govt denies it, saying the education is more like "don't take candy from a stranger's van".

Diplomatic passports

After the 2018 evolution, it was revealed that the former administrations generously distributed diplomatic passports to their friends. Kocharyan's and Serj's entire family line, singer Sirusho, grandchildren, etc. received the privilege.
After the evolution, 395 such passports were revoked, while 762 new were issued.

The full list of owners is still considered a secret because "it contains classified information". Journalists want to get their hands on the list to make sure MFA isn't doing the same shenanigans.
MFA responded saying "the passports were issued according to law."

In 2019, we had the highest 7.6% GDP growth since 2008. Highest in EU and EAEU. In Jan/Feb of 2020 the economy grew 8.7%.
[In 2019] Processing industry +12%. For the first time since 2008, it took the biggest share of the economy.
High-tech industry turnover +30%. (includes programming, electronics)
Tourism +14.7%. Exports 10.3% (especially cognac and wine).
The inflow of foreign investments was $2.2bln, or +$465mln YoY, or +$635mln vs 2017.
Tax collection +43.6%.

Pashinyan about taxation:

In 2018/19 we collected 505bln more in taxes. 199bln of it went towards refunding businesses from which IRS over-collected taxes in the past. This was a decades-long issue. The other 306bln was spent on other programs.
Top-1000 taxpayers paid +13% YoY, or +31% vs 2017.
https://armtimes.com/hy/article/187234

Pashinyan about jobs and salaries:

87,000 new or un-shadowed jobs created. Unemployment -2.1%. Poverty -2.2% (total 23.5%). Extreme poverty -0.4% (total 1%). We plan to end extreme poverty by 2023.
Wages +5.8%. Dozens of thousands of teachers, doctors, professors got 10-30% raise. Junior emergency workers 52% raise. Penitentiary salaries +30%. Judicial system raise is planned.
Since 2018, over 1.1 million people saw salary, aid, or pension hike.
https://armtimes.com/hy/article/187234

87,000 new jobs, so why aren't there that many new 1,000 Dram transfers to Army?

Almost every worker pays 1,000AMD/mo to the army Foundation. Pashinyan and IRS said there were 87,000 newly visible jobs, so why aren't there 87,000 number of newly transferred 1,000-drams to the army?
Last year Pashinyan had this to say:
The 1k goes to IRS first before being sent to Foundation. It is collected then sent through cycles. That's where the discrepancy between the visibly available money and the collected money comes from. We could create a group and further understand the delay and discrepancy. It's impossible for us lie about the number of new jobs because of the way they're reported.

The army gave a detailed explanation today:
IRS is not allowed to transfer the 1k fees to Army until the employer meets all payment requirements.
Let's say the employer has 10 workers, but he only made 9 payments worth 1k each to IRS. The IRS knows that there are 10 workers. The IRS doesn't know which one of the 10 workers "didn't pay". The IRS won't send the 9 payments to the army until the 10th is collected. The IRS waits until next month.
Next month, the employer pays 15k. The IRS already had 9k in its bank. Now IRS has 24k.
IRS will send only 20k to the army. Why? Because 10 workers = 20k for 2 months.
The remainder 4k sits in IRS bank and waits for 3rd month.

BHK MP believes some of the "missing" funds were used by the army to make "top secret purchases". He asked the Defense Minister if it can be disclosed.

Pashinyan about COVID aid, hospitals, financial system:

The 16 aid packages have helped >1mln citizens. 21k businesses got favorable loans.
The hospital beds capable of handling COVID went from 300 to 1500, plus more in isolated hotels. Those without symptoms don't need care, so we try to isolate them until they recover. 6,000 suspects had been isolated.
COVID crisis will last until May-2021.
The slight destabilization of the financial system in late-March, is ove. Moreover, the Central Bank purchased $90mln worth currency. The consumer market didn't collapse. Some items got more expensive or cheaper.
https://armenpress.am/arm/news/1014418.html

Pashinyan about requiring everyone to file taxes:

The COVID proved once again about the need to have a universal tax declaration system. It should be required for everyone. There was a big scandal last year when I proposed it.
Today we can't find some low-income citizens to send them the COVID aid [they have to manually apply, while some work at gray economy]. If we had a universal taxation system, we could see who is really low income and send the aid quickly.
https://armenpress.am/arm/news/1014457.html

Pashinyan about nature protection:

4 mines were suspended. 3 were gold, 1 copper.
0.5mln trees planted in 2019. Our 10mln plan for 2020 was ruined by COVID.
Lowest water drain from Lake Sevan in 10 years. The drain was far below the legal limit.
https://armtimes.com/hy/article/187239

Pashinyan about sacking Nature Minister Eric Grigoryan:

He managed to accomplish a lot since 2018, but it was time to "make decisions". Eric solved the problem with illegal water usage by small hydro-plants, and hydo's problems with fish.
Lots of freshwaters were saved in Ararat Valley through underground well conservation.
https://armtimes.com/hy/article/187248

Pashinyan about making soldiers' lives easier:

225 modern surveillance systems were installed on frontlines. 64 positions were connected to an industrial-grade electric grid. 134 positions received flowing water.
35 positions received modular baths. 90% of constricts will be enrolled in a high-quality food program this month. Overall, 54% of soldiers get new food.
Soldier wages up to +30%.
https://armtimes.com/hy/article/187231

Pashinyan about his biggest failure, the story of Sodom and Gomer:

Our biggest fail is the recovery of the stolen funds. Nonetheless, in 2019, SIS recovered 7x more money than it had throughout its entire existence. Other law enforcements increased it ten-fold.
Still, it's not enough. Our legal and judicial system has a small percentage of independent dedicated great professionals. But there are also traitors and illiterates.
Why haven't we acted in the past 2 years, then? Remember Sodom and Gomer story. If the city has 50 honest residents, would you still destroy it? The answer was "no". How about if there were 10 honest? Still "no".
Today the justice system has 50 honest workers. That's why we didn't destroy it. I'd like to thank those 50 workers.
https://factor.am/247241.html

Pashinyan about launching mass-construction to keep workers busy:

17,000 more arrived than left Armenia. Now they can't leave [to Russia] for work due to COVID. How will we help them?
This year we'll launch a construction/renovation of >100 education and healthcare facilities. This could keep them busy for years. The biggest problem is, do we have the necessary construction companies that can win the contracts?
Last year we maxed out the construction capacity. We got every company busy. There is one road we want to repair but we can't find a company.

Chinese workers left

Infrastructure Minister Papikyan said: the Gyumi-Yerevan highway construction stopped because the Chinese workers left earlier. The road condition is deteriorating. We're negotiating with SinoHidro firm to bring the workers back. Time is of the essence. If we can't agree, we might have to find alternative solutions. (COUGH COUGH look up Papik COUCH)

Pashinyan about Artsakh conflict:

No other Armenian leader has been this open and transparent about the topic. Any practical decision must be acceptable for Armenia, Artsakh, and Azerbaijan. My opinion hasn't changed since May-8-2018.

How did Artsakh negotiations shift over time? / Phased resolution

Recently the Russian MFA Lavrov claimed the Phased resolution is "on the table". Armenian MFA rejected it, saying Artsakh's independence must happen simultaneously with any possible concessions.
Until 1996, Armenian approach was that Artsakh was independent of Armenia, so you should talk to Artsakh separately if you want concessions. This gave Armenia flexibility by easing the pressure. It also gave Artsakh more weight during the negotiations.

However, in 2001, president Robert Kocharyan had this to say: Over time, the approach to treat Artsakh as a separate negotiating party started to backfire because foreign powers began pressuring Armenia so it would pressure Artsakh. That's how the unacceptable Phased approach was born. In 1996, we [Artsakh president Kocharyan and Armenian president Ter-Petrosyan] decided to increase Armenia's role in the negotiations [and decrease Artsakh's].

Two decades later, Pashinyan decided that it's best to return to the old format and increase Artsakh's role in the negotiations.
Nowadays people point fingers about "whose fault it was" that Artsakh was left out of negotiating table, "why is Pashinyan dealing with a Phased approach", etc. Rob gives you the answers in an MP4 format: https://youtu.be/yd8bgFFN7Xg

NIKOL THE ALCOHOLIC

HHK activist published a photo of vodka distillation equipment: "That's Pashinyan's favorite govt-owned property. This morning they brought it to his residence to serve him alcohol so he'll claim to be drunk and unable to remember how he gave away Artsakh to Azerbaijan."

Court decides to arrest Serj's son-in-law Minasyan

Media and mining magnate Mikael Minasyan was charged with money-crimes. A month ago the prosecutors submitted a petition to arrest him. Today the court approved his arrest.
Fugitive Minasyan released a message: there is no justice in Armenia. Pashinyan has already convicted me. I will return to Armenia because it's hard for me to be away when my friends and family are persecuted.

Where is Mikael Minasyan?
QP MP Alen: I think he's somewhere in Moscow suburbs, but it can't last for long. Things are going slow because it needs to be done legally. I think you should expect a hot summer.

Why are so many former regime's suspects able to run?

QP MP Gayane: someone in law enforcement should be held accountable for people escaping. Gurgen Khachatryan's escape is no accident. There is sabotage in the system.

Pashinyan about the justice system. and his plans to fill NSS with "outsiders":

Armenia's law enforcement system is in shock because they witness something that they thought would never happen.
Some of them can't believe that their long-time target [me] is standing here as a Prime Minister. My goal was to help them overcome the shock, but the shock is still there.
We should reform the law enforcement instead of chasing the cops with a stick. The upcoming new police agency will consist of educated current cops and outsiders.
For a while, my stance was not to appoint outsiders to NSS. That period is over. The rapid appointment of [28yo] Artsashes Qaramyan as Investigative Committee member then as deputy NSS chief was part of this.
